Abstract
The Salafi Jihadi add a new kind of monotheism to the previous kinds, known as " the monotheism of sovereignty and legislation". They seek to return Islamic countries to the Islamic caliphate through a military struggle with the rulers of Islamic countries, believing that the Muslim rulers do not govern according to the Sharia Law. This will lead to civil and domestic war between Muslim countries and neglecting from the real enemies of Islam. The Salafi Jihadi believe that the main factor for the backwardness of the Islamic world today is the abandonment of Islamic rules and distancing themselves from their glorious past. They maintain that the Muslim countries by accepting the western values such as (democracy, liberalism and secularism) have turned "Dar al-Islam" into "Dar al-Kufr". The Salafi jihadists consider the initial jihad against Islamic countries, killing their men and the captivity of their women and their children and looting their property in order to form an Islamic government, considering it as permissible and prior to jihad against the non-Muslims. Therefore, in this essay, we seek a comparative study of the conflict between the Salafi's view of jihad and the scholars of Sunni and Shia on the principles of military jihad with the enemy.
