One of the fundamental issues of armed Takfiris is the issue of “ruling other than what Allah has revealed.” In the view of this group, the issue of “ruling other than what Allah has revealed” is not just a secondary issue. Rather, it goes back to the very essence of faith. Therefore, those who commit it are guilty of violating one of the fundamentals of faith and are referred to as apostates. This group has mentioned three criteria of takfir for the issue of “ruling other than what Allah has revealed,” each of which alone leads to apostasy and leaving the religion. These three criteria are: abandoning the divine ruling, establishing customary laws, and signing or establishing a non-divine ruling. According to the thinking of armed Takfiris, in some individuals or groups there is one criterion of takfir, and in others, three criteria of takfir are combined. According to these groups, the president has three criteria of disbelief, the parliament has three criteria of disbelief, and judges and those who have the power of judgment have two criteria of disbelief. According to the armed Takfiris, guardianship and obedience to rulers have been abolished due to the ruling of something other than what Allah has revealed, and the Islamic society is a society of ignorance and the abode of disbelief, disobeying rulers is a religious obligation, and the Muslim people have become disbelievers due to their obedience to the rulers or even their silence. This article attempts to examine and criticize the Takfiris’ arguments on the issue of establishing and implementing laws using a descriptive-analytical method. After examining the Takfiris’ arguments, it became clear that their interpretation of the verses is incorrect and the verses they cite are not applicable to the current Muslim rulers and people because the laws established and implemented by the rulers or parliaments are for the regulation of Muslim affairs and do not contradict the general principles of Islam. And the rulers or those who implement such laws do not abandon the divine ruling or are stubborn or stubborn.
